| 摘 要： | 计划制度下形成的"国家简单化"思维和治理机制,在我国的区域协调发展事项中生成了顽固的路径依赖.为了避免区域发展中循环往复的马太效应现象,根治区域开发中的政府失灵问题,市场制度下必须对国家简单化的公共管理体制进行制度创新,构建一种新型的分散治理机制.文章以粤、苏两省为分析单位,重点剖析了国家简单化管理在两省区域协调发展中带来的主要问题.

| Abstract: | The governance mechanism of simplification of state constructed under the planned economy system has resulted in inveterate path dependence in China's regional harmonious development. Therefore, this paper suggests that, in order to avoid the repetitious appearance of the polarization phenomenon and eliminate the governmental ineffectiveness during the course of China's regional development, governments should take measures to make institutional innovations and reconstruct a new decentralized public governance mechanism. It takes Jiangsu and Guangdong Provinces as cases to empirically analyze the issues caused by the governance mechanism of simplification of state in the process of regional development. |
