| 摘 要： | 近年来,我国大量非农建设用地都在自发流转,在城郊(城乡结合部)尤为普遍,由此,集体土地市场客观上已经形成。由于与土地流转相关的机制尚未建立完善,致使国家土地利用规划实施受到严重影响,耕地保护受到严重威胁,国家、集体以及农民个人的利益受到严重损害。构建城郊集体建设用地使用权流转机制,规范集体建设用地使用权流转,是当前土地管理理论和实践中急需解决的现实问题。
