公共资源开发过程中的政府信任建设

政府信任本质上是公众与政府之间以行政权力为依托的一种广义的政治委托-代理关系。基于信息不对称和理性经济人假设的存在,在公共资源开发这种重大利益关系中,不可避免地存在着公众期望与实际获得认知的差异,引发政府信任问题。传统观点认为政府信任建设的核心在于政府自身能力建设,较少涉及外部公众认知与监管机制的研究。其实,公共资源开发过程中的政府信任建设,需要保持公众、政府与外部控制机制三者地位平等、循环互动。

Construction of Government Trust in Development of Public Resources

Government trust is essentially a broad political principal-agent relationship based on executive power between the public and the government.Because of the information asymmetry and the existence of rational economic man hypothesis,the development of public resources and the major interest relationship in which public expectations and actual cognitive differences inevitably exist,caused the government trust problems.The traditional view holds the point that the core of government trust construction lies in the government's own capacity building,which is less involved in the research on the external public perception and supervision mechanism.We believe that the construction of government trust in the process of development of public resources needs to maintain the equal status of the public,government and external control mechanism,and the influence of circular interaction.
