新时期高校院（系）图书资料的建设和服务亟需转变规念，从加强院（系）资料室的建设与服务的意义出发，要求院（系）资料室的建设与服务必须围绕本院（系）的学科建设和专业特色，服务于院（系）的科研和教学工作，促进学科发展；以“以人为本”的理念，创建现代化和多样化的服务模式，从而打造一个具有专业特色的文献资料室。
