我国政府机构改革中的行政权力调整及变动趋向

从1998年开始的新一轮政府机构改革目标是构建一个新型的“行政管理体制”,表明了对权力革命性调整的认识逐渐深刻。但政府机构改革的本质在于行政权力调整,而历次改革的失败正在于行政权力缺乏有效的调整。由于政府机构改革本身的复杂性行政权力调整就具有长期性的特点,需要开发和利用其它政治资源来支持改革的顺利进行。

Trend of Variation and Readjustment of Executive Power in Reform on our Government Institutions

Since 1998, a new round of government body has aimed at instituting a new type of "executive-management system" , suggesting the sense of revolutionary readjustment in power becomes profound. But the essence of reform in government establishment lies in the readjustment of executive power while failure in previous reforms rests on lack of efficient readjustment in executive power. On account of complexity of reform itself in government bodies, the readjustment in executive power owns long-term characteristics and we are required to develop and apply other political resources to help propel our reform.
