14所国家重点高校科技成果转化效率实证分析

在国家大力推进科技创新的背景下,高校作为国家创新体系的重要一员,其科技成果转化的有效性在很大程度上反映出一国的技术创新水平的高低.采用数据包络分析法的BCC模型,对东部江、浙、沪14所教育部直属高校的科技成果转化效率进行测算并对非有效单元进行分析,认为东部地区高校科技成果转化总体上有效,无效原因主要是由于规模效率无效所引起,今后需重点关注规模效率的提高.

Empirical Analysis on Transformation Efficacy of Scientific and Technological Achievements in National Key Universities

Under the background of vigorously promoting scientific and technological innovation, the effectiveness of scientific and technological achievements in university which is an important member of national innovation sys- tem largely reflects the level in a country. The efficiency of technological achievements in 14 universities directly un- der the Ministry of Education in Jiangsu, Zhejiang and Shanghai, eastern China, was estimated with BCC model in data envelopment analysis and the non-effective unit was analyzed. The transformation is generally effective while the ineffectiveness due to that of scale. Therefore, more attention shoule be put into the scale efficacy.
