| 摘 要： | 通过对浙江省金华市“村干部创业承诺制”实践的调查，发现以“先定事、后选人、再践诺”为主要内容的村干部创业制度，把创业承诺贯穿于干部选拨、考核和管理的全过程，显现了重要的创新意义：1．初步构建了村干部创业的制度体系；2．推动了村民自治的民主创新；3．重构了村庄治理的组织结构；4．创新了村干部创业监督机制。在此基础上，文章还提出了完善村干部创业承诺制的一些对策建议。
