村社本位、积极分子:建设社会主义新农村视角研究二题

农村公共品供给大多与村社有关。以村社为基础的农村公共品短缺,不只是国家无力出资来提供的问题,而且国家也无法满足以村社为基础的农村公共品的复杂要求。农村公共品十分复杂,每一个村社对公共品的需求都不相同,而只有村社居民最清楚自己所在村社缺少什么公共品。从这个意义上说,建设村社共同体是新农村建设的根本目标。在建设村社共同体过程中,积极分子是我们观察和理解当今农村的一个视角,以这个社会内生的力量来清理乡村治理和乡村建设的思路,正当其时。

Rural Community Standard and Active Member: the Two Perspectives of the Construction of Socialist New Rural Areas

The supply of rural public goods is relevant to the community.The government has no capacity to solve the lack of public goods supply and meets its complex requirements.The supply of rural public goods is very complex and has different requirements which is only clear to the residents of the rural areas.In this sense,the construction of the rural community is the basic aim of the construction of the new rural areas.In the process,the role of active members in rural areas,as the perspective of observing and analyzing the current rural areas,can be considered in order to clarify the thought line of rural management and construction.
