| Abstract: | This article mainly interprets the concept of the implementation mechanism of the expression of demands,emphasizes the pluralism of the decision-making body and further analyzes the six functions of the pluralistic decision-making body： respecting the interests,recognizing the difference,promoting the communication,coordination and integration,objectively feasible and promoting the development during the operation of the implementation mechanism of the expression of demands. |
