强制外交:西方国家军事外交的核心内涵——兼论中国军事外交不同于西方强制外交的哲学基础

西方国家的军事外交的核心内涵是"强制",表现为"强制外交"。而中国军事外交概念则突出"交往",中国把加强互信、促进真正的和平作为军事外交的根本目的。西方国家军事外交建立在人性恶和权力政治基础之上,因此其内在表现则具有很强的胁迫性,而中国的军事外交则是建立在"善"的传统儒家交往思想,以及当代中国的和平共处五项原则和"互信、互利、平等、协作"的新安全观基础上,实践中具有多样性、平等性、互利性、合作性和预防性等特点。西方国家把正常平等的军事交往或预防性的军事外交作为策略考虑,通过军事外交达到了解对手并最终控制对手的目的。而中国的军事外交通过交流和合作的方式,谋求国际社会的共同合作和共同发展,把安全和发展结合,把自身和外界利益紧密联系,彰显"不自生,故能长生"的战略智慧。
