江浙新农村信息化建设状况的比较研究

利用第二次农业普查资料,根据发达地区的特点改进已有的农村信息化评价指标体系,主要从农村信息化基础设施与普及应用、农村信息化人才资源等方面进行定量分析,对江浙两省之间以及江浙两省各地区之间农村信息化状况进行了评价和比较研究.江苏省和浙江省都是我国东部沿海发达省份,同属我国长三角区域,在农村信息化建设方面都处在全国前列,但是江浙农村信息化建设模式不同,发展状况也不同,尤其是江浙两省内各地区农村信息化水平存在明显的不平衡.在探讨影响新农村信息化建设的关键因素的基础上,为加快两省新农村信息化建设提出对策建议:加强两省农村信息化人才培育,提高欠发达地区区域经济水平,是当前进一步推动江浙两省以及长三角地区农村信息化平衡、快速、协同发展的关键.特别要指出的是,苏南、浙东北等发达地区的重点是促进农村信息消费增长,而苏北、浙西南等地区的重点是发挥龙头企业信息化应用的带动作用.

Comparative Study on the Situation of the Rural Informatization Constructionof New Country in Jiangsu and Zhejiang

With the second agricultural census data, this paper improves the existing rural informatization evaluation index system according to characteristics of developed areas. Through quantitative analysis of the rural informatization infrastructure, universal application, and the human resources, we evaluate and compare the current situations of rural informatization in Jiangsu and Zhejiang and the separate regions in the two provinces. The rural imformatization construction of both Jiangsu and Zhejiang , as developed provinces in eastern coastal area and the Yangtze River Delta, are ahead of other provinces in China. But there are still some differences in the developing situation of rural informatization between Jiangsu and Zhejiang mainly because of the different construction models. Particularly it shows disequilibrium among their various rural regions inside the two provinces. Finally, the paper discusses the key factors of rural informatization construction and make some suggestions based on quantitative analysis. That is, in order to promote and speed the cooperative development of rural informatization construction of the Yangtze River Delta, both provinces are supposed to strengthen the cultivation of informatizaion talents and enhance the economy level of their underdeveloped regions. Especially, Southern Jiangsu and Northeastern Zhejiang should pay more attention to promoting the growth of information consumption in rural areas, while Northern Jiangsu and Southwestern Zhejiang should focus on giving full play to the leading role of leading enterprises in agriculture industrialization on the rural informatization construction.
