新农村建设中农民合作问题研究

对于农民合作的必要性，政府、学界有着高度的共识，但对于怎样合作，如何建立农民合作组织这个问题却存在着明显的分歧。本文分析了农民经济合作的困境与异化、农民公共服务合作“难产”的原因，通过两个案例评述，认为外部力量介入对促进农民合作具有积极的促进作用；外部力量的介入并不必然导致农民作为合作主体的缺失；在当前反哺农业的财政政策条件下，应把新农村建设与农村合作组织建设、合作文化建设整合为一；但不同地区外部力量介入的方式和目标是不同的，不可“一刀切”，农民作为合作主体的实现，需在操作层面予以重视。

The Cooperation of Peasants in the Construction of new rural communities

There has been a general agreement by the government and academia as for the necessity of the cooperation of peasants, but opinions are varied as to the way of cooperation and the establishment of the organization of peasants. Analyses are made in this article considering the dilemma and alienation of the peasants＇ economic cooperation and the reasons for the dif~culties of the peasants＇ public cooperation. Based on the case studies, it is held that the participation of the outside forces is of positive significance to the rural communities and will not necessarily cause the loss of peasants as the cooperative subject. Considering the financial policy in favor of agriculture, it is expected to integrate the construction of the new rural communities, the rural cooperative organizations, and the cooperative culture. Moreover, participation of the outsiders must be different with consideration to the intentions and approaches rather than ＂following a rigid pattern for all＂. In practice, enough attention must be paid to the peasants as the cooperative subject.
