和谐社会视野下政府公共政策的基本价值取向

构建和谐社会是当前我国经济社会发展的必然选择.由于目前中国社会诸多不和谐现象的产生、发展与政府公共政策有着密切关联,因此和谐社会建设必须充分发挥政府公共政策的主导作用.而且,社会主义和谐社会建设理论及实践方面的诸多因素决定了政府公共政策必须以社会公正为基本价值取向.为此,政府应切实转变治国施政的理念,作出相应的制度安排,并对社会生活进行必要的政策干预.

The Adoption of Basic Values of the Governmental Public Policies in the Vision of the Harmonious Society

The construction of harmonious society is a necessary choice for the economic and social development in China currently.As the emergence and growth of unharmonious phenomena are closely related with the governmental public policies at present,the governmental public policies must play a leading role in the construction of harmonious society.Furthermore,the elements in the theory and practice in the construction of socialist harmonious society decide that social justice should be adopted as the basic value in the making of the governmental public policies.In order to accomplish this,our government should change its administrative principle,make relevant institutional arrangements,and conduct necessary policy intervention to social life.
