| 摘 要： | 刚颁布不久的《经济适用住房管理办法》对于经济适用住房交易的相关规定并未完全阻止经济适用住房转化为商品房,从而使我国经济适用住房供应不足的矛盾更加突出。因此,作者认为仍需进一步完善,应该通过对经济适用住房交易的法律规制使经济适用住房在交易过程中始终在城市低收入住房困难群体循环流转。从而更好地发挥经济适用住房的住房保障功能。

| Abstract: | The Management Regulations Concerning Settlement Apartments,issued a short time ago,does not ban the conversion of settlement apartments to commodity apartments,resulting in a short supply of settlement apartments.It is argued that settlement apartments should be confined to those with low incomes so as to embody the function of social security. |
