| 摘 要： | 江苏皂河灌区是我国较早推行水资源SIDD管理模式的重要试点之一。这一管理模式的运行机制特征可以从产权制度安排、运营制度安排、激励制度安排、组织制度安排等得以体现,其运行绩效主要体现在用水机制、管理方式和交易成本降低等方面。

| Abstract: | SIDD management model in Zaohe area of Jiangsu province is one of the important pilot.SIDD management mode operating mechanism can be arranged from the property rights system,operating system,incentive systems,organizational arrangements for analysis,and their operating performance reflected in the water system,management,the reduction in transaction costs and so on.Combining Zaohe irrigation management system SIDD analysis of the management mode of operation mechanism,performance and the problems,a perfect model of the management policy proposal is made out. |
