欧盟共同能源政策:制约因素及路径选择

虽然欧洲一体化始于能源部门,但由于欧盟政体的多层次性及其各成员国间现实利益差异等内部因素的制约,同时受到美国、俄罗斯等外部因素的影响,真正意义上的欧盟共同能源政策还未实现。为了应对日益严峻的国际能源形势,欧盟共同能源政策的实现显得尤为重要。为此,欧盟对内需要通过制度平衡,调和成员国个体利益与欧盟共同利益的矛盾;对外需要倡导共同能源外交,力争在国际舞台上“用一个声音说话”。

Common Energy Policy of the European Union: Restrictions and Approaches

Although the integration of Europe originated in the energy sector,because of the multilevel of EU polity,the differences among the member states in the European Union and the influences of America and Russia,a common energy policy of the European Union in its real sense,has yet to be realized.In order to confront the serious energy situation,it is important to promote a common energy policy.So the European Union should alleviate the conflict between the member states and the European Union through the balancing of institution and promote a common energy policy in order to "speak with one voice" on the international stage.
