摘 要: | ![]() 《高等教育法》赋予高校内部管理四种权力,但在现实中,不同程度地存在四种权力之间的冲突和失衡。其原因既有法规条文的模糊和矛盾,也有高校内部管理体制的缺失。因此,完善和规范法规,在高校内部建立“分权模式”管理体制,是解决高校内部权力失衡的有效措施。

Abstract: | ![]() The higher education law endows the internal management four kinds of right, but in reality, there are four different degrees conflict and imbalance between the rights. The causes of the provisions are in part due to the fuzzy regulations and contradiction, having the internal flaw in management system. Therefore, perfecting regula-tions and establishing internal decentralized model management system in university have the internal power to solve the imbalance of the effective measures. |
