城中村:一个特殊的三农问题

大多数研究把城中村归结为城市问题,这种认识有失偏颇.城中村不是一个简单的地理空间概念,而是一个经济社会概念.城中村虽然位于城市,但由于依然实行农村体制,仍然属于农村,城中村是制度意义的农村.城中村问题是三农问题的另一种空间表现,是一个特殊的三农问题.城中村问题的三农问题性质主要表现在:城中村村民与城市居民的权利和义务不平等,城中村社区与城市社区的权利和义务不平等,城中村外来农民工与城市居民的权利和义务不平等.

City-villages: A Special Issue of Farmers-Agriculture-Countryside Problems

So far most of the literatures on city-villages have kept the sight of urban orientation,concluding improperly that the city-villages problem is of urban problem.In this paper,the authors define creatively that the city-villages is not a simple geographical concept,but rather a socio-economic issue.Located in urban areas,however,as with the rural institutions,the city-villages are of institutional villages.The city-villages problem is one of special issues of Farmers-Agriculture-Countryside Problems,as the rights and duties are unfair between the city-villagers and urban citizen,between the city-villages and urban communities,between the farmer-workers living in the city-villages and urban citizen.
