低碳经济体系研究

二氧化碳的过度排放及由此引起的环境问题正日益引起国际社会的广泛关注,如何实现传统的高消耗、高污染、高排放的经济增长方式的转变,实现经济效益和环境发展的和谐统一,早日走出一条低碳发展的道路已经成为摆在世界人民面前的重大挑战。低碳经济体系的提出正是基于这一背景,围绕技术创新、碳交易、低碳城市、全民意识、政策体系进行展开,其中技术创新是基础,碳交易是手段,低碳城市建设是核心,全民意识的提高是动力,完善的政策体系是保障,初步形成了完整的发展体系。

Research on Low-carbon Economy System

Carbon emission and the environmental problems caused by it have attracted worldwide attention.All countries including China are trying to achieve low carbon development.In this context,low-carbon economy system becomes widespread concern.So far in my study,it generally includes five aspects: technology innovation,carbon trading,low-carbon city,national low-carbon consciousness and policy system.Technology innovation is the foundation of the system,carbon trading is the economic measure,low-carbon city is the core,national low-carbon consciousness is the driving force and policy system is the indemnification.
