基于农户视角的农村公共产品供给效果评价

采用陕西省556户农户对农村公共产品供给评价的调查数据,基于农户满意度的视角,运用模糊综合评价法对农村公共产品供给效果进行了实证分析。研究结论有:第一,目前农村最需要的公共产品依次为道路、农田水利设施、农业科技推广、医疗、饮水设施、教育;投资重点为生产性公共产品。第二,农户对生产性公共产品、生活性公共产品及保障性公共产品满意度较高,总体评价中等偏上。第三,三类公共产品供给效果优劣依次为生活性公共产品、保障性公共产品和生产性公共产品。

Evaluation of Rural Public Goods Supply Based on Farmers' Perspective

Based on the perspective of farmer satisfaction,an empirical analysis of rural public goods supply was conducted by using the survey data about 556 households’ evaluation of public goods supply in rural areas in Shaanxi Province,and then using fuzzy comprehensive evaluation method.Here come the conclusions:First,at present,the most needed public goods in rural areas by orders are roads,irrigation facilities,agricultural techniques extension,medical care,drinking water facilities and education;investment focuses are the productive public goods.Second,the farmers are much more satisfied with the productive public goods,living public goods and the protective public goods,the overall evaluation is above average.Third,the supply effect of the three types of public goods supply is living public goods,protective public goods and productive public goods successively.
