论华北抗日根据地、解放区的禁毒法规及其特点

中国共产党在严峻的战争环境中将肃清烟毒作为社会革命的重要目标之一,确定禁烟禁毒为党的基本政策,并颁行了一系列法律法规。华北抗日根据地、解放区治理烟毒法规是中共借鉴国民政府、陕甘宁边区相关法规,参酌华北区域烟毒实态特点制定而成的,既有宏观政策,也有各种法规条例,涉及禁止种贩售吸、缉私、奖惩等诸多方面,为查禁烟毒工作提供了立法保障。这一时期的禁毒法规具备鲜明的特点。

The Research on the Drug-fighting Statutes of North China Anti-Japanese Base Area and Liberated Area

Under the grim war condition,the Communist Party of China prioritized the extermination of drug as one of the most important goals of social revolution and made the prohibition against drug as the basic policy of the Party with a whole set of laws and regulations being issued.The statutes of drug-fighting of North China Anti-Japanese Base Area and Liberated Area were formulated by referencing the relevant regulations of the Nanking National Government and the Shensi-Kansu-Ningsia Border Region and carefully considering the characteristic features of drug in North China.The statutes embodied not only micro-policies but also sets of rules and regulations,involving prohibitions against smoking,fighting against smuggling,rewards and punishments alike,which provided legislative guarantee to investigate and ban the drug.The drug-fighting statutes of this period had bright characteristics.
