中国石油安全问题研究

随着我国经济持续快速增长,对石油的需求不断增加,石油供需矛盾日益突出。自1993年开始,中国由石油出口大国成为了进口大国,经济增长对石油依赖度加大,进口总量已突破1亿吨,石油安全已经构成制约我国经济发展的最大“瓶颈”。文章提出了建立国家战略储备、实施跨国经营、开拓国际资源市场、构建合作安全机制等对策,以保障我国国民经济的安全运行。

A Study on the Problem of Petroleum Safety in China

In the sustained and rapid economic development, China's demand for petroleum rises constantly and the contradiction of demand and supply is becoming increasingly conspicuous. Based on a complete consideration of the problem of petroleum safety in China, the paper introduces several measures to establish state strategic reserve, carry out transnational operation, exploit international petroleum resource market and build cooperative security mechanism to ensure the safe operation of the national economy of China.
