我国城乡协调发展的公共政策研究

城乡协调发展是构建和谐社会的基础。我国从上个世纪90年代开始,采取了一系列措施,力图缓解阻碍城乡和谐发展的矛盾,但城乡差距似乎日益严重,社会深层次的矛盾日趋凸现。这些现象的存在,在很大程度上与我国在向市场经济转化过程中缺乏制度公正、政策滞后以及政府行为不规范等有关。要实现城乡之间的协调发展,关键在于必须进行合理的制度设计,从根本上确立实现城乡协调发展的新制度和公共政策体系。

Study of the Public Policies for Harmonious Development in China's Urban and Rural Areas

Harmonious development in both urban and rural areas is the basis of constructing a harmonious society.Since 1990s,China has already implemented a series of strategies to narrow the gap between the urban and rural areas.However,the situation seems more serious,and at the same time,more conflicts a- mong different social classes are emerging.These facts mainly relate to the lacking of just systems,back- ward policies and suitable administration.Proper systems and public policies should be made so as to real- ize the harmonious development in China's urban and rural areas.
