环境健康问题的法律规制

我国环境污染损害健康的事件频发,环境健康问题日趋严重,成为影响经济发展和社会稳定的重大问题.我国政府向来重视环境健康问题,但是环境健康问题的法律规制仍存在诸多不足,如环境与健康孤立立法、环境健康影响评价的范围有限、缺乏环境健康标准等.因此,需要加强环境健康立法,确立环境健康风险预防原则,完善环境健康影响评价制度,建立环境健康标准体系,确立环境健康信息公开及共享机制,形成有效的环境健康监督管理协作机制,以切实保障人们的环境健康.

Legal Regulations for Environmental Health Problems

Due to the frequent occurrence of environmental pollution incidents in China,people’s health has been greatly affected and environmental health problems have become increasingly severe,which pose a big challenge impacting China’s economic development and social stability.The Chinese government has attached great importance to the environmental health problems,but the legal regulations of environmental health still have many deficiencies such as the isolated legislation of environment and health,the limited assessment range of environmental health impact and the lack of environmental health standards.To effectively protect people’s environmental health,we need to reinforce the environmental health legislation,formulate the precaution principles for environmental health risks,improve the assessment system of environmental health impact,establish the standard system of environmental health,build an open and sharing mechanism of environmental health information,and construct an effective coordination mechanism of environmental health supervision and management.
