略论农村社会保障筹资模式的转型

对建国以来各时期农村社会保障的筹资模式进行分析,认为农村社会保障的筹资模式发生了根本性的变化,政府开始明确具体的财政责任,不再将集体资助作为主要的筹资渠道。在党中央高度关注民生、中央财政转移支付能力加强、农村税费改革后乡镇财政普遍困难的背景下,要加大政府的财政投入力度,顺利推进农村社会保障筹资模式的转型。

On the Transformation of Fund Raising Pattern of Social Security in the Countryside

After an analysis of different fund raising patterns of social security in the countryside in different periods since 1949,the paper held that fundamental changes have taken place in the pattern in that financial responsibilities are being clearly defined in the government and collective aid is no longer the major means to raise fund.Although local governments in the rural areas are faced with financial difficulties,with increasing care for people's life from the government and improved central government's ability of fiscal transfer payment,it is vital to increase government's financial investment so that the transformation of fund raising pattern can be smoothly carried out.
