服务:团在农村落实"三个代表"的发散式切入共青团广西区委战略构想实践的基本经验

鉴于中国的特殊国情与广西的特殊区情,在农村落实"三个代表",对确保立党之本、执政之基、力量之源尤为重要.广西共青团的战略构想是找准位子,服从区党委创建全区十大亚热带现代农业示范区和实验区的战略;选择切入点,探索具有有增效深广度的发散式服务模式.所获得的三大基本经验是团领导的服务示范必须与建立服务中心、服务队、电子服务网、服务机制的农村团工作服务体系结合;对农民和星火带头人的科技培训服务必须与创建科研院所+基层政府+农户,公司+基地+农户,星火带头人+示范户+联系户,团组织+技术能人+联系户,协会+基地+农户,政府职能部门+技术人员+农户等六大模式科技示范园结合;理论教育学习服务必须与大中专学生"三下乡"、共青生态扶贫旅游、生态文明示范村、乡村文化艺术节等多载体群众性精神文明创建活动结合.

The League's Service in Rural Study Activities concerning the "Three Represent's" Principle: Its Starting- Point and End- Result--Basic Experience of the CYL Committee of Guangxi in Practising its Strategic Concepts

In view of the special situations of China and Guangxi,it is most important to implement the "Three Represent's"principle in rural areas,which can guarantee the fundation underlying all our efforts to build the Party,the cornerstone for exercising political power and a source of strength of our Party.In the implementation of the "Three Represent's"in rural areas,the strategic concepts of the CYL Committee of Guangxi are:(1)making a correct orrientation,i.e. catering to Guangxi Party Committee's strategy of building ten modern agricultural demonstration zones throughout Guangxi;(2)choosing a cut-in point;i.e. exploring effective divergent service models.Through practice the CYL Committee of Guangxi has gained the following three aspects of basic experience:(1)League leaders' exemplary service must be combined with the establishment of the rural League work service system;(2)Science and technology training service must be combined with the building of the Youth Science-and-Technology Demonstration Park;(3)Theoretical education service must be combined with the mass activities of cultural and ideological construction.
