| 摘 要： | 加入WTO后,我国保密工作面临着严峻挑战,依法行政成为保密工作必然的发展趋势。文章从研究WTO透明度原则出发,探析该原则对我国保密工作的重要影响,并由此而构建出在推进保密依法行政进程中,在保密工作队伍建设、定密工作、程序管理及法制建设等方面的应对措施。

| Abstract: | China's entry into the WTO poses a severe challenge to China's maintenance of secrecy and makes the administration by law an inexorable tendency. The paper, on the basis of a study of WTO principle of transparency, probes the principle's influence on China's maintenance of secrecy and thus formulates the feasible measures in promoting the administration by law and secrecy and in recruiting the confidential personnel, classifying confidential documents, controlling confidential procedures, and conducting legality-construction, etc. |
