论南宋东南茶法

南宋东南茶法是宋代茶法研究中相对薄弱的环节,学者们多强调其对政和茶法的继承,而缺乏对其自身特点的深入分析。实际上,南宋茶法主要只继承了政和茶法以引榷茶的基本模式,在具体制度上独具特色,多与政和茶法不同。南宋东南茶法实行三务发卖、地方发卖、州县配额的卖引制度,每引贩茶重量减少而引价提高,引外征敛增多,茶利高度集中,反映了其灵活、苛细、集权的特点。

On the Tea Policy in the Southeastern Area in the South Song Dynasty

The study of tea policy in the southeastern area in the South Song Dyn asty is rather weak. Most scholars stress on its inheritance of Zhenghe policy, but do not do a thorough study of its own features. As a matter of fact, it only adopted the basic model of Zhenghe tea policy that the government monopolized t ea trade with license. Many systems were different. For example, three organizat ions and local authorities sold tea license and the central authority distribute d the quota to the local authorities. The price of tea license was raised and ta x was increased. The income in tea was strictly controlled by the central author ity. All these show that it is more flexible, close and centralised.
