| 摘 要： | 在宪法的价值中 ,最重要的价值是保障人权。保障人权是宪法的出发点和终极目标。第四次 (2 0 0 4年 )修宪 ,坚持“以人为本”的思想 ,彰显对人权的尊重和保障 ,体现着中国共产党依法执政的理念 ,将使我国公民权利的保护迈上一个新台阶。

| Abstract: | In the values of constitution, the most impo rtant factor is the guaran tee of human rights, which is the start and ultimate target of constitution. In the Fourth Amendment of Constitution, it reflects the respect to the human right s, incarnates the concept of the rule by the law of the Chinese Communist Party. It makes the protection of the citizen's rights into a new stage. |
