国家治理视域下基层治理与社区教育融合研究

社区教育融合发展是新时代的新课题。多措并举、统筹推进是提升基层治理现代化的必由之路。深入探索基层治理与社区教育的内在规律，把握二者的共性特征，创新思路、创新方法、创新举措，进行资源有效整合，用系统思维构建基层治理与社区教育同频共振、互动双赢的格局，这是国家治理视域下基层治理与社区教育良性运行的不二选择。基层治理与社区教育融合，要从理论层面、操作层面论证其同步实施的可能性和必要性，并对目前基层治理与社区教育融合的客观现状进行案例分析，从而充分认识：社区教育是基层治理的重要手段与不可或缺的内核要素，基层治理的特殊性和复杂性决定了社区教育的多样性和有效性。基于此，基层治理与社区教育统筹融合路径有强化系统思维的理论准备、构建统筹高效的组织架构、建立完善多元驱动的保障机制等。

Research on the integration of Grassroots Governance and Community Education in the Context of National Governance

The integration and development of community education is a new issue in the new era. Multi-measure synchronization and coordinated advancement are necessary to modernize grassroots governance. To ensure sound operation of grassroots governance and community education in the context of national governance, it is essential to explore the inherent laws of grassroots governance and community education, grasp the common features of grassroots governance and community education, bring forth new ideas, methods and measures, pool resources effectively, and employ systematic thinking to build a win-win pattern of grassroots governance and community education resonating and interacting with each other. For the integration of grassroots governance and community education, we should demonstrate the possibility and necessity of its synchronous implementation from the theoretical and operational levels, and make a case analysis of the current objective situation of the integration of grassroots governance and community education, so as to fully understand that community education is an important means and indispensable core element of grassroots governance, and the particularity and complexity of grassroots governance determines the diversity and efficacy of community education. Based on this, this paper puts forward the integration path of grassroots governance and community education, such as strengthening the theoretical preparation of systematic thinking, building an overall and efficient organizational structure, establishing and improving a pluralistic driven security mechanism.
