论建立完善的高等教育收费制度

我国高等教育收费的调整周期应设定为 5年 ,以高等教育的私人收益率不低于同期银行利率 ,根据比较利益理论确定相邻周期高等教育收费的调整幅度 ;不同学校和专业高等教育收费标准的确定应依据各高校、专业的办学成本和平均社会收益率、私人收益率 ,以省为单位组织由各方代表参加的收费听证会确定在调价周期内收费的基准线和浮动区间 ;将高等教育收费管理的全过程分为“定价管理”与“资金管理”两个环节 ,前者由物价部门为主管理 ,后者由教育主管部门为主管理。要建立严格的高等教育收费审批备案制度 ,完善高等教育收费的监督检查系统 ,促进高等教育收费有序进行

It is necessary to strictly set up the examining and approving system and putting on file system for the charging work of higher education; complete the supervising and examining system and promote the charging work done in order.
