| 摘 要： | 随着环境权理论的发展,理论上对环境权主体的认识正在由以个人为中心向以公众为中心转变,本文论述了公众环境权的要素、性质、意义、实现方式等,旨在说明公众环境权作为一项独立的法律权利,应在环境法中得到确认和全面的保护。

| Abstract: | With the development of the theroy of the right to the environment, there has been a change in the theoretical recognition of the subject of the right to the environment from the self-centered one to the public-centered one. This paper discusses some aspects of the public right to the environment such as main points, nature, meaning, ways of realization. The main point of the paper is to illustrate that as a unique right of law, the public right to the environment must be recognized and protected by environmental law. |
