提升凉山彝区极度贫困村基层党建工作质量的对策研究

通过对11个凉山彝区极度贫困村基层党组织的调查,指出了彝区极度贫困村基层党组织建设中存在的问题,并对产生这些问题的主客观原因进行剖析,旨在解决极度贫困村“软、散、乱、穷”等突出问题,旨在解决彝区极度贫困村党的建设弱化淡化虚化边缘化问题。提出了把极度贫困村基层党建与扶贫开发、脱贫攻坚有机结合起来,深入实施彝区极度贫困村“筑底强基、凝聚民心”的党建工程,提升组织力,提升基层党建质量,选好配强极度贫困村基层领导班子,以党建促扶贫,以扶贫强党建,发挥党建引领乡村振兴的作用,发挥基层党支部的战斗堡垒作用和基层党员的先锋模范作用。

The Research on Improving the Quality of Party-building Work at the Grass-rootsLevel in the Extremely Poor Villages of Liangshan Yi District

In extreme poverty villages of Liangshan Yi District, in order to solve the outstanding problems of "soft,scattered, disorderly and poor" , and the problems of weakening, minimizing, hollowing out and marginalization ofthe party building work at the primary level, through the investigation of party organizations at the primary level in 11extreme poverty villages in Liangshan Yi District, the paper proposed that we ,in the extreme poverty village inLiangshan Yi District ,combine the party building work at the primary level with the development for povertyalleviation and poverty reduction; carry out the party building project of the "bottoming strong base, uniting thepeople" in depth; Improve the ability to organize and the quality of Party Building at the primary level ; select thegrass-roots leaders; promote the poverty alleviation with the party building work; enhance the party building workwith the poverty alleviation; make the party building work play a important role in leading the Rural Revitalization;and play the role of the Battle Fortress of the grass-roots party branches and the pioneering role of grass-roots partymembers.
