| 摘 要： | 行政相对人程序性权利的拥有完善了行政相对人的权利组 成，是实现程序正义的基本要求。同时，程序性权利促进了行政相对人与行政机关的沟通， 使行政决定的可接受性大大增强，最终通过有效地控权实现了行政相对人与行政机关的“平 衡”。

| Abstract: | Procedual rights of private parties consunmmate the formation of rights. They are the basic request of realizing procedual justice. At the same time, procedual rights promote the communication beween adminisitrative department and private parties and make possible the acceptability of administrative decision. Finally, the balance beween adminisitrative department and private parties come into being by controling power. |
