乡镇政府绩效管理探讨

摘    要:乡镇政府是国家法律和政策在农村的执行者,是直接跟农民打交道的机关。乡镇政府的绩效管理水平怎样,直接体现党在农村的执政能力,直接影响农民对党和政府的信任程度,更直接影响当地经济和社会的发展。乡镇政府对员工绩效实施科学的管理已经成为人力资源管理工作中一项重要的开发工具,但在人力资源绩效管理的具体实践中,却存在各式各样的问题,严重地妨碍了人力资源绩效管理应起的作用。推进社会主义新农村建设必须提高乡镇政府绩效管理水平,文章结合我国乡镇政府的实际情况,提出了相应的解决途径。

Abstract:The township government implements national laws and policies and maintains direct contact with the rural citizens. Its performance management embodies the Party's ability to govern in the rural areas, influences local economy and social development as well as serves as the trust barometer among the rural dwellers. Hence its performance management has been incorporated into human resources performance management practice. But a wide range of issues lower the desired efficiency. Better performance management of township government is a must to better build the new socialist countryside. This paper puts forward some suggestions to solve the problem under the current circumstances.
