农村最低生活保障制度的问题及其对策

农村最低生活保障制度是对收入低于最低生活保障标准的农村贫困人口,按最低生活标准实行补助的制度,它是农村社会保障体系建设的一个重要组成部分。当前建立农村最低社会保障制度遇到了一些问题,必须结合我国农村实际情况,找到解决这些问题的方法,从而完善农村低保制度的发展。文章就此提出了一些可行的建议和办法。

Problems and Countermeasures on Construction of Rural Minimum Living Security System

Rural minimum living security system(RMLS)is one of the most important components of China's rural social security system.At present,many problems existed in the RMLS.Now the solutions to these problems should be found according to the rural actual conditions.This paper puts forward some feasible advice and measures on the solutions to these problems.
