| 摘 要： | 1928年南京国民政府成立后,对文官选拔制度、考绩制度、薪俸制度、审计制度和监察制度做出了积极的探索,建立了到当时为止中国历史上最完备的文官制度。但由于当时客观的政治环境和制度本身的缺陷等纷繁复杂的原因,南京国民政府的文官制度建设的绩效从根本上说是有一定局限性的。

| Abstract: | Nanjing Nationalist Government actively explored selection system of civil officials,staff assessment system,salary system,auditing system,and supervision system,constituting the most complete official system since its foundation in 1928.Basically speaking,the performance of the civil official system of Nanjing Nationalist Government had its certain limitations because of the objectively existing political situation and the shortcomings in the system itself. |
