透明政府视阈下政府新闻发言人制度建构

从透明政府、政府新闻发言人制度的内涵切人，以寻求二者在逻辑上的契合，认为完善政府新闻发言人制度是构建透明政府的必然选择。然而，在透明政府建设中，中国政府新闻发言人制度受多种因素影响还存在法律上的失范、话语权的垄断、互动与反馈的梗阻和职业化程度的不足等问题。透明政府视域下建构政府新闻发言人制度必须注意四个基本理路，即引入保障公众知情权理念、立法与问责制度并进、完善信息整理机制和规范发言人任用等。

On the System Construction of Spokespersons for Transparent Government
