试析均势与均势功能的维持

随着近代国际体系的形成,均势原则作为一种国际关系发展的规律和政治现象日益凸显出来,并成为一支重要的国际关系理论和颇具影响力的外交战略。从本质上均势自然或不自然地遵循着两项命题假设,并大致形成了三种概念解释或理论假说,状态机能说、政策动机说与权力关系说。威斯特伐利亚体系和维也纳体系作为传统均势的典型模式,从一个侧面揭示了均势理论的结构性缺陷和弊端,即所谓"制衡难题"。尽管如此,均势原则仍不失为国际政治的一般原理和现代国家体系的基本原则。

Balance of Power and the Function Maintaining on Balance of Power

With the formation of modern international system,the principle of balance of power as law in the development of international relations and political phenomenon emerged increasingly and become an important international relations theory and quite an influent diplomatic strategy.Essentially,balance of power followed two hypothetical propositions naturally or unnaturally,and formatted three explained concepts or hypotheses theories generally;these are state and function theory,policy and the motive theory and power relationship theory.As typical models in the traditional balance of power,Westphalia system and Vienna system revealed the structural deficiencies and drawbacks of the balance of power theory from one side,that is so-called "balancing puzzle".Nevertheless,the principle of balance of power is nonetheless the general international political theory and the basic principle of modern national system.
