我国海洋开发和管理理念的变迁与思考

本文从我国社会历史发展角度对我国海洋开发与管理问题进行分析,归纳总结了农业文明、工业文明和生态文明三种文明形态主导的海洋发展理念的变迁。我国海洋开发利用中存在的问题可归结为,传统农业社会重陆轻海观念影响下的海洋农业理念与工业社会中的自由主义的经济发展理念相冲突。对当前海洋开发和管理进行思考,实现生态文明理念下人与海洋和谐发展,是我国海洋可持续开发和有序管理的必然要求。

The Changes and Some Meditation upon the Idea of Ocean Development and Management in China

Analyzing the problem of ocean development and management in China in the perspective of social and historical development,this paper attempts to induce and summarize the changes of idea dominated by three different civilization forms:agriculture civilization,industrial civilization and ecological civilization.The problem of ocean utilization may be induced as the ocean agriculture idea influenced by the concept of "emphasizing land and despising sea" in our traditional agriculture society conflicts with the liberalism that the industrial society advocating.Thinking of the contemporary ocean development and management,making the harmonious development between people and ocean come true,is the inevitable requirement of sustainable development and ordered management of our ocean.
