科技创新助推循环经济跨越发展研究——以淄博市为例

科技创新助推循环经济跨越发展不仅是落实科学发展观，加快形成新的经济发展方式的迫切要求，而且是地区经济可持续发展的战略抉择。淄博市循环经济发展走在了全省前列，初步建立起了循环经济推动机制，逐步形成了循环经济产业链条，发展循环经济的关键技术得以推广应用。目前科技创新支撑循环经济发展仍然存在一系列制约因素，主要体现在：发展循环经济的技术支撑体系不够完善；循环经济发展的技术和管理人才结构性短缺；循环经济发展的研发经费投入不足；发展循环经济的政策和制度环境需要进一步优化。建立和完善循环经济科技支撑体系，需要在构建和完善技术研发体系、人才支撑体系、研发经费保障体系和相关法律政策体系上下功夫。

On the Leaping Development of Circular Economy Propelled by Scientific and Technological Innovation with Reference to Zibo City

To achieve the leaping development of circular economy through scientific and technological innovation is not only the requirement of implementing the Scientific Outlook on Development so as to from new economic development mode, but also the strategic choice of maintaining sustainable local economic develop- ment. In the field of circular economy, Zibo city has done well, with a circular economy boosting mechanism primarily developed, an industry chain of circular economy under construction, and the key technologies of de- veloping circular economy popularized. A series of restraining factors, however, have been revealed in the process of circular economy development on the base of scientific and technological innovation. Among these factors are ： the technological supporting system for developing circulak economy is far from being perfect ; there exists a structural lack of technological and management personnel in the circular economy development; R＆D expenditure on circular economy is not enough; circular economy development demands better policies and more sound system. To better the circular economy supporting system, more effort is needed in such aspects as forming a better R＆D system, personnel supporting system, R＆D expenditure ensuring system and relevant le- gal system.
