基于超效率DEA的京津冀知识溢出效应研究

知识溢出是探索科技创新和区域经济发展的重要途径之一。利用超效率DEA模型对京津冀区域空间知识溢出效应做评价分析,选取全社会固定资产投资、实际利用外资直接投资和R&D经费内部支出为资本投入指标,R&D人员全时当量为劳动投入指标,人均地区生产总值为经济产出指标,专利授权数为科技产出指标,计算了北京、天津及河北省11个地市的2014至2016年知识溢出效应值,并从综合效率、投入冗余和产出不足三方面对评价结果进行分析,为推动河北省的科技创新提供了理论和实践依据。

Research on Knowledge Spillovers Effects of Beijing-Tianjin-Hebei Region Based on Supper-efficient DEA Model

Knowledge spillover has a direct effect on China''s regional scientific and technological innovation and is one of the important ways to explore scientific and technological innovation and regional economic development. In the context of the integration of Beijing-Tianjin-Hebei, evaluation and analysis of spatial knowledge spillover effect in Beijing-Tianjin-Hebei region are based on the supper-efficient DEA model. By selecting the total investment in fixed assets, the actual use of foreign direct investment and R & D funds for internal as the capital expenditure indicators, R & D staff full-time equivalent as labor input indicators, the per capita GDP as the economic output indicator, the number of patents as the scientific and technological output indicator, this paper calculated the knowledge spillover effect of Beijing, Tianjin and 11 cities of Hebei provinces in 2014,2015 and 2016, and analyzed their general efficiency, redundant inputs and inadequate production. It provides the theoretical and practical basis for the scientific and technological innovation of Hebei province.
