“一带一路”背景下中国—东盟高等教育合作的路径选择

在"一带一路"倡议和《推进共建"一带一路"教育行动》等大背景下,中国和东盟高等教育合作发展迅速。中国和东盟在学生交流、合作办学、文化认同、学科和科研合作、学历学位互认等多个领域的合作面临重大发展机遇,同样有诸多挑战。今后的交流与合作需选择更合适的发展路径,从合作动机看,应逐渐从营利性向公益性延伸;从合作要素看,应逐渐从扁平型向立体化转变;从合作取向看,应逐渐由活动式向过程性转型;从合作模式看,应逐渐从单一型向多元化发展;从合作范围看,应逐渐从基础型向全面化渗透;从合作方向看,应逐渐从单通道向双向化升级。

Path Choice of Higher Education Cooperation between China and ASEAN in the Context of "the Belt and Road"

In the broad context of educational cooperative planning,such as "the Belt and Road" and The Education Action Plan on Co-construct the "Belt and Road", China-ASEAN cooperation in higher education has developed rapidly. There are opportunities and challenges existing in cooperation between the two sides in areas such as exchanges, cooperative education, cultural identity discipline and research cooperation, and mutual recognition of academic degrees. A proper path should be chosen for future exchanges and cooperation. From cooperative motivation, the cooperation path should extend from profit to public welfare. From the point of view of cooperative elements, it should gradually change from flat to three-dimensions. From the angle of international cooperation, it should be converted from activity-centered type to procedure-centered types. In terms of cooperation mode, it should develop gradually from single type to diversified type. From the perspective of cooperation, it should be gradually penetrate from basic type to comprehensive types. From the perspective of cooperation, it should gradually upgraded from single channel to bidirectional channels.
