中国城市社区自治的梗阻及其消解——以沈阳市7个社区为例

以沈阳市7个社区自治为例,剖析了中国城市社区自治梗阻表现为社区居委会工作人员成分复杂,自治合力难以形成;基层党组织在社区自治中发挥作用不均衡;自治组织的发育不健全;各社区间居民自治水平差距较大;社区自治资金分配"马太效应"严重。政府行政性事务施加过度、党员地区分布不均衡、自治组织管理不规范、自治领导者能力参差不齐、居民社区归属感不强等导致了社区自治梗阻。从转变政府职能,加强基层党建工作,培育群众骨干,加强社区工作者队伍建设,制定社区自治资金分配整体规划等角度提出了消解城市社区自治梗阻的措施。

The Obstruction and Its Elimination in Chinese Urban Communities' Autonomy
