| 摘 要： | 由于农业结构调整滞后,农业资源配置不当,乡镇企业吸纳农村剩余劳动力的能力减弱,导致农民增收趋缓。农民增收的有效途径是:以市场为导向调整产业结构,促进农业产业化,加快小城镇建设,政府加大宏观支持力度。

| Abstract: | The farmer is getting slow earning increase as a result of the lagging of agricultural restructuring, the poor distribution of agricultural resources, and the inability of the township enterprises to take in the surplus rural labour. Some effective ways are proposed in the paper for the farmer to have an earning increase. These ways are to restructure the industrial structure with the guidance of market, to facilitate the agricultural indus- trialization, to accelerate the construction of small townsand cities, and to strengthen the government's macro- support |
