加强我国环境治理公众参与的必要性及路径选择

环境治理需要加强公众的参与。在我国,加强环境治理的公众参与不仅是实现环境民主、纠正环境治理政府失灵现象的要求,也是促进环境网络治理、改变我国公众参与不足现状的需要。加强我国环境治理的公众参与的路径可以从四方面着手：完善公众参与环境治理的法律制度;加强环境信息的公开;大力发展环境非政府组织;加大对公众环境宣传教育的力度。

The Necessity and Path Selection of Enhancing the Public Participation in Environment Administration in China

It is necessary to enhance the public participation in order to improve environment administration.In China,this is not only the requirement for the realization of environment democracy and the correction of government failure in environment administration,but also the demand for promoting the environment network administration and changing the current status of lacking public participation.There are four ways to enhance the public participation in environment administration of China： improving the legal system of public participation in environment administration;making the environment information known to the public;developing more non-governmental environment organizations;and sparing no efforts to publicize the knowledge of public participation in environment administration.
