突发性公害危机中的紧急救助探析

紧急救助制度旨在保护受灾者和稳定社会秩序,是现代国家所不可或缺的一项重要社会保障制度。建立、健全和完善有中国特色的紧急救助制度,必须坚持以人为本,建立专门性的危机管理领导机构,并制定灾害救助基本法,完善紧急救助计划和行动预案,训练一支高素质的紧急救援队伍,强化公民的危机意识,以更好地处理突发性公害危机,为和谐社会的建构创造良好的条件。

A Probe into the Emergency Aid Mechanism at the Outbursts of Public Crises

The emergency aid system aims at offering protection to victims and keeping normal social order;therefore it is an indispensable social safeguard system.In order to establish and improve a sophisticated emergency aid system with Chinese characteristics for better solutions to the outbursts of public crises as well as better conditions to construct a harmonious social structure,we must achieve the following goals among all things,namely,to regard people as over all things,to set up specialized crises fighting administrative institutions,to lay down laws concerning emergency aid in crises,to make up emergency aiding projects and action plans,to train highly qualified emergency aiding people,and to strengthen our citizen's awareness of crises.Thus,emergent public crises may be adequately dealt with and the conditions for a harmonious society may be well provided.
