| 摘 要： | 以民生为本是中国共产党最根本、最核心的执政理念,因为这一理念清楚的表明了我党的价值取向。坚持以民生为本深刻体现了党的实事求是、求真务实的理念,科学发展的理念,依法治国、依法执政的理念,忧患意识和执政安全的理念。
