| 摘 要： | 从最小限制与最大促进、法律程序正当、社会整体利益维护与私人利益兼顾、价值衡量原则;公权力在征地制度中公共利益法律界定方面的行使和完善,农地产权制度改革,构建农村集体组织的设想和完善补偿安置机制方面提出了公权力与私权利在征地制度中的几点具体安排.
