| 摘 要： | 党的十七大提出,要“创造条件让更多的群众拥有财产性收入”。贫困问题是经济学研究的永恒话题。“劳动穷人”现象的出现,根本成因是缺乏资产。因此,帮助“劳动穷人”拥有资产,是扶贫工作的关键与重点,更是中国共产党在新的历史时期的一项重要工作。

| Abstract: | The 17th N-PC proposed that ＂we must create conditions to help more people have property income＂. Poverty issue is the permanent topic of economic research. The basic reason of the emergence of ＂poor labor people＂ is that they are in short supply of property. Therefore, helping ＂poor labor people＂ to have property is the key point of relieving poverty and also the priority of CCP in new historical period. |
